01 · Overview

Organizing the places and Teams through which shared life happens

Within OUR DC, the DC Housing Justice League is a cooperative environment for recognizing and connecting the teamwork associated with homes, buildings, tenant and resident associations, ownership and management relationships, neighborhood stability, housing Conditions, and resident governance.

Its priority is Building Agency: helping people strengthen the Teams, relationships, knowledge, and practical control connected to where they live. Housing provides the Team-centered starting point for the five Justice Leagues because buildings and homes are recognizable containers through which people experience shared Conditions, form relationships, make Decisions, carry responsibilities, and organize continuing work.

The League can support selected cooperation among independent resident Teams and housing-related contributors without replacing their names, identities, authority, governance, or Decisions. A building, association, neighborhood effort, organization, institution, or public initiative remains its own Team or work container unless the people with authority decide otherwise.

02 · Required Teamwork

What this League can help make recognizable

Housing justice requires more than identifying a housing problem. It depends on people communicating what is happening, developing the Capacity to respond, organizing the relationships through which action becomes possible, and administering the governance and stewardship that allow resident Agency to continue.

  • Housing and building Conditions communicated in resident language
  • Resident knowledge, housing information, and leadership development
  • Tenant and resident associations and other building-based Teams
  • Relationships among residents, owners, managers, housing providers, and relevant support organizations
  • Shared priorities, Decisions, meetings, participation, and representation
  • Housing rights, responsibilities, agreements, records, and accountability
  • Building stewardship, maintenance, services, and organizational continuity
  • Connections across buildings and neighborhoods that preserve each Team's independence
03 · Players

Housing & Building Conditions

What people communicate about where and how they live.

Residents and other relevant people can communicate experiences, housing Conditions, building concerns, ownership and management information, neighborhood changes, shared Needs, available Offerings, and other circumstances affecting homes and shared life.

Making these Conditions recognizable with Care creates a stronger basis for learning, Decisions, relationships, and action without assuming that everyone experiences a building or housing system in the same way.

  • Resident experiences and observations
  • Housing quality, safety, affordability, and accessibility
  • Ownership and management information
  • Repairs, maintenance, utilities, and building services
  • Neighborhood change and housing stability
  • Shared concerns, priorities, Needs, and Offerings
  • Sources, notices, agreements, and relevant public information
  • Communication across languages, formats, and access needs
04 · Practice

Resident Housing Knowledge & Capacity

What people learn, prepare, and practice to exercise greater Agency.

People and Teams can develop housing knowledge, organizing skills, leadership, facilitation, shared Decision-making, governance practices, and practical preparation related to the places where they live.

This Practice supports Building Agency by helping residents understand Conditions, recognize responsibilities and options, prepare for participation, and develop Capacity at a Pacing they can absorb and sustain.

Resident Teams & Housing Relationships

The Connections through which residents and other contributors organize action.

Residents can form and strengthen tenant associations, resident associations, building committees, cooperative Teams, neighborhood relationships, and other structures appropriate to their Conditions and choices.

Teams can also organize selected relationships with owners, property managers, housing providers, service organizations, legal resources, public agencies, and other relevant contributors. Trust depends on clear participation, representation, authority, and boundaries rather than presumed partnership.

  • Tenant and resident associations
  • Building Teams, committees, and resident leadership
  • Relationships among neighbors and across buildings
  • Ownership and management relationships
  • Housing, legal, service, and community connections
  • Resident participation and representation
  • Shared Decisions and coordinated action

06 · Defense

Resident Governance & Housing Stewardship

The Coordination that helps resident Agency and housing work continue.

Resident governance and housing stewardship can include meetings, membership, leadership responsibilities, agreements, records, Decisions, accountability, building responsibilities, maintenance relationships, and continuity practices.

Administration provides Alignment between people, authority, resources, responsibilities, and Work. It helps preserve resident voice and organizational knowledge through changes in leadership, residency, ownership, management, or building Conditions.

  • Resident governance and membership practices
  • Meetings, Decisions, agreements, and records
  • Leadership responsibilities, accountability, and transitions
  • Building stewardship, maintenance, and service coordination

  • Preservation of resident and organizational knowledge
  • Structures through which resident Agency can continue

07 · Natural Order
