Planning Washington's future

The DC Comprehensive Plan - officially The Comprehensive Plan for the National Capital: District Elements - is Washington, DC's long-range framework for guiding the District's physical, social, economic, and environmental development.

The 2021 District Elements connect citywide direction with the distinct conditions and priorities of Washington's neighborhoods. The Framework Element establishes the overall approach; Citywide Elements address subjects such as land use, housing, transportation, economic development, environmental protection, public facilities, urban design, historic preservation, and resilience; and Area Elements connect those subjects to particular parts of the District.
